Imagine all those public spaces replaced with vegetable gardens. Could be a landscaping company offering a new option, could be a non-profit urban gardening group managing it with volunteers.
What to do with the produce... farmer's market, soup kitchens, etc.
You'd probably look for plant layouts that were attractive and could still be mixed in with some flowers.
